Basic Requirements

To apply for Wohngeld in Cologne, you must meet the following basic requirements:

  • You live in Cologne and it is your primary residence.
  • You are a tenant of an apartment (Mietzuschuss / rent subsidy).
  • You pay the rent yourself and the apartment is your centre of life.
  • You have a valid registration certificate and a valid rental contract.

Income Limits – How Much Can I Earn?

Wohngeld depends on the total income of all household members. There is no single, universal income limit – the calculation is individual according to the Wohngeld formula.

Assessable income includes: gross income from employment, pensions, maintenance payments, child benefit and capital gains. Deducted from this are income-related expenses, social insurance contributions and certain allowances – for example for severe disability or single parents.

The household includes all persons living together in the apartment. This includes spouses, registered partners, children and other family members – provided they all share the household finances.

  • You receive Bürgergeld or basic income support in old age / reduced earning capacity – housing costs are already included in these benefits.
  • You are a student and are in principle entitled to BAföG – even if you do not actually receive BAföG.
  • Your income is so high that the calculated Wohngeld amount is below the statutory minimum.
  • You live in a shared flat without shared finances – each resident is assessed individually.

Special Cases and Allowances

In certain situations, special rules apply that can improve your Wohngeld eligibility:

  • Severe disability (degree of disability of 100 or at least 80 with care needs): An income allowance applies.
  • Single parents: An allowance applies for each child under 12 years.
